LAND AND FUNDING NORFOLK & MASCOT OPEN SPACE

The City of Boston acting by and through its Public Facilities Commission by the Director of the Mayor's Office of Housing, Director's Office Division, sells tax foreclosed or surplus municipal property to buyers who agree to invest in the rehabilitation of the property.

The Grassroots Open Space Program makes land available specifically for the development of open space projects such as community gardens, urban farms, and passive open space.

This Request for Proposals (RFP) is to solicit proposals from qualified nonprofit organizations or other entities for development of certain parcels, as detailed below, as open space. The properties are being offered As Is, with up to $150,000 in possible funding available from the Grassroots Program. 

The Properties:

301 Norfolk St. (Ward 17, Parcel #01654000), 303 Norfolk St. (Ward 17, Parcel #01655000), 305 Norfolk St. (Ward 17, Parcel #01656000), and 307 Norfolk St. (Ward 17, Parcel #01657000), in Dorchester, MA, totaling approximately 11,741 square feet, owned by the City of Boston

82 Mascot St (Ward 14, Parcel #03790000) in Dorchester, MA, totaling approximately 4,321 square feet, owned by the Boston Redevelopment Authority d/b/a Boston Planning and Development Agency

The RFP package will be available on September 15, 2025, and can be downloaded by registering at boston.gov/departments/housing/requests-proposals. An Applicant Conference will be held on September 25, 2025. The links and other details can be found at boston.gov/growboston. Completed RFP responses must be submitted electronically by November 17, 2025, no later than 4:00 pm.
