Hannah Payne

Director of Carbon Neutrality

Hannah oversees programs and policies to reduce climate-polluting, greenhouse gas emissions in new and existing buildings. She works collaboratively to implement Boston’s Climate Action Plan, working towards Boston's goal of achieving carbon neutrality by 2050 and embedding equity into climate action to ensure that all Bostonians can live in a healthy environment. She leads the implementation of Boston's Building Emissions Reduction and Disclosure Ordinance (BERDO) and other building decarbonization initiatives.

Prior to joining the Environment Department in August 2021, Hannah worked for the City of Somerville’s Office of Sustainability and Environment where she was responsible for developing and implementing Somerville’s first community climate action plan. She led initiatives focused on community engagement and education, net-zero zoning, electric vehicle charging infrastructure, and health equity. Hannah earned a Master’s in City Planning from MIT with a certificate in Environmental Policy and Planning and holds a bachelor's degree from Bryn Mawr College. As an avid skier and paddler, Hannah enjoys spending her free time exploring New England’s beautiful mountains, beaches, and parks.
