Fiscal Year 2023

The Fiscal Year 2023 Budget is a fiscally responsible plan that funds transformative investments in our people, our neighborhoods, and our services.

The $3.99 billion FY23 Operating Budget and $3.6 billion FY23-FY27 Capital Plan provide resources for getting the big things done by doing the small things right, getting City Hall out of City Hall, and expanding the possible. Boston is in an unprecedented moment, and this budget lays the foundation to make transformative, generational changes.

This fiscally responsible budget will ensure the City is prepared for economic uncertainties, while maintaining a well-resourced government that is prepared to respond to the needs of Boston.

The FY23 Operating Budget and FY23-FY27 Capital Plan are supported by $350 million in federal American Rescue Plan Act (ARPA) funds. To learn more about transformative ARPA investments, visit the Federal Funds page.

  • The FY23 Operating Budget covers day-to-day expenses for the City, including people like teachers, police officers, and firefighters and services like housing, recycling, and transportation.
  • The $3.99 billion FY23 Operating Budget is balanced and sustainable, and places equity at the center of all decisions. It creates generational change by investing in our people, our neighborhoods, and our services.

The majority of the operating budget (57%) is allocated to Education and Public Safety expenses.

  • The Capital Plan is how the City makes critical improvements to the City's infrastructure and facilities like schools, libraries, parks, fire and police stations, roads, bridges, and civic spaces.
  • The $3.6 billion FY23-27 Capital Plan will maintain and build the cherished public spaces of Boston, including schools, open spaces, community centers, streets, and bridges. It is the City’s plan to make critical investments in the City’s infrastructure like schools, roads, bridges, bike lanes, libraries, and more. This year’s plan includes new infrastructure funds supporting affordable housing, revitalized parks, multi-modal transportation improvements, school improvements across Boston, and climate resilience.
