Public Facilities Commission Meeting (PFD)

ATTENDANCE

On March 29, 2023, Governor Healy approved an extension to remote and hybrid meeting options for public bodies established under Former Governor Baker's Executive Order of March 12, 2020 Suspending Certain Provisions of the Open Meeting Law through March 31, 2025. The Public Facilities Commission (PFC) will continue to conduct its meetings virtually. This enables the PFC to conduct its usual business while adhering to public health recommendations and ensuring public access to its deliberations through adequate, alternative means.

    Amendment to the vote of December 14, 2022: Regarding a contract with Sasaki Architects, P.C. to provide design and construction administration services associated with the Boston City Hall and Plaza Renovations, Phase II project, located at 1 City Hall Square.
     
    Increase of $1,069,951
     
    That the vote of this Commission at its meeting of July 18, 2018 and, thereafter, amended on May 15, 2019 and December 15, 2021 and December 14, 2022 regarding a contract with Sasaki Architects, P.C. to provide architectural design and construction administration services associated with the Boston City Hall and Plaza Renovation, Phase II project;
     
    be, and hereby is, amended as follows:
     
    By deleting the following words and figures: “at a cost not to exceed $14,380,796, including $3,962,500 for additional services, which is a fixed fee of 8.37% based on an estimated construction cost of $25,000,000.” and substituting in place thereof the following words and figures: “ at a cost not to exceed $1,069,951, including $100,000 for additional services.”
     
    AND, FURTHER VOTED: The Director is also authorized to execute such amendment, in the name and on behalf of the Commission, upon receipt of said written authority from the Mayor.

     

  2. VOTE 2: Robert Arcangeli, Assistant Corp. Counsel, PFD/Law Dept.
    APPOINTMENT OF DIRECTOR OF THE PUBLIC FACILITIES DEPARTMENT AND CERTIFICATE OF AUTHORITY
     
    By this writing, signed by a majority of its members and filed with the Secretary, the City of Boston Public Facilities Commission, upon written recommendation of the Director for the Public Facilities Department, does hereby vote:
     
    VOTED: Pursuant to the authority contained in St. 1966, c. 642, s. 2, the Public Facilities Commission does hereby vote to appoint Carleton W. Jones to the position of Director of the Public Facilities Department, to serve at the pleasure of the Commission until further notice, effective June 1, 2024; and
     
    FURTHER VOTED: The Director shall be the executive officer of the Public Facilities Department, and shall have such powers and duties as are necessary or appropriate to perform the responsibilities of executive officer of the Public Facilities Department, including but not limited to the power to execute contracts, and any or all of its other powers as the Commission may from time to time determine; and
     
    FURTHER VOTED: The Director be, and hereby is, authorized and directed to accept and exercise said powers and perform said responsibilities, which may be necessary or convenient for the effective administration and management of the       Public Facilities Department.
     
    FURTHER VOTED: “Subject to the approval of the Mayor, that in accordance with the provisions of Sections 2 and 3(ii)(v) of Chapter 642 of the Acts of 1966, the Public Facilities Commission does hereby authorize and direct the following named individuals, in the name and on behalf of the Commission, to execute and deliver such documents, instruments and certificates as may be deemed necessary or appropriate by such named individuals relating to the Public Facilities Commission’s approved acquisition or conveyance of real property or to the discharge, satisfaction, subordination or termination of instruments of record which have been recorded with the Suffolk County Registry of Deeds or filed for registration with the Suffolk Registry District of the Land Court. Deeds or Orders of Taking to be recorded with the Suffolk County Registry of Deeds or to be filed for registration with the Suffolk Registry District of the Land Court shall be accompanied by a separate vote of this Commission specifically authorizing such conveyance or acquisition. Said named individuals are further authorized and directed to execute and deliver Grant Agreements involving the City of Boston, Public Facilities Department, in the name and on behalf of the Commission as they may deem necessary or appropriate.”

    FURTHER VOTED:  That this authorization is effective immediately and shall remain in effect until such time as it is expressly rescinded, in whole or in part, by a vote of this Commission.
     
    FURTHER VOTED:  The taking of the foregoing vote and the naming of the above individuals, when approved by the Mayor of Boston, shall serve to expressly rescind that certain Certificate of Authority dated May 17, 2023 recorded on July 18, 2023, with the Suffolk County Registry of Deeds in Book 69227 at Page 127, and filed with the Suffolk Registry District of the Land Court as Document Number 00945320.
     
  3. VOTE 3: Derek DaSilva, Special Projects Manager, Operations Cabinet, Mayor’s Office
     
    TO ADOPT THE NAMING OR RENAMING OF MUNICIPAL BUILDINGS POLICY PURSUANT TO THE AUTHORITY GRANTED UNDER CITY OF BOSTON CODE, ORDINANCES, SECTION 8-11.1
     
    WHEREAS, Chapter 642 of the Acts of 1966 established the Public Facilities Commission in order to provide oversight and control of land and buildings used for municipal purposes; and
    WHEREAS, the City Council passed an ordinance regarding the naming of municipal buildings on February 13, 2013, thereby amending Chapter VII of the City of Boston Code by adding section 8-11.1, entitled, "Naming of Municipal Buildings"; and
     
    WHEREAS, section 8-11.1 provides the Public Facilities Commission with exclusive authority in naming municipal buildings; and
     
    WHEREAS, section 8-11.1 requires notice in writing to the City Council when naming municipal buildings; and
     
    NOW, THEREFORE, BE IT ADOPTED; the Public Facilities Commission, be and hereby adopt said policy set forth in the Name or Renaming of Municipal Buildings Policy (“Exhibit A”).
