Neighborhood Business Manager

Chulan Huang, or Chu as he is more commonly known, is the Neighborhood Business Manager for the City of Boston’s Office of Economic Opportunity and Inclusion, where he works to strengthen and uplift small businesses across Chinatown, the South End, South Boston, the West End, Back Bay, Fenway, Allston, and Greater Ashmont. Proudly raised in Boston and a graduate of Boston Public Schools, Chu brings a deep personal commitment to ensuring city services reflect the people they serve.

Before stepping into his current role, Chu spent over three years as Mayor Michelle Wu’s Neighborhood Liaison for Chinatown, the Leather District, and Downtown. During that time, he built trusted relationships with residents, business owners, and community leaders, serving as a vital bridge between City Hall and some of Boston’s most historic and complex neighborhoods.

Chu’s work is grounded in the belief that cities are strongest when government meets people where they are with genuine community engagement. He is passionate about creating a city where immigrant families, like his own, not only survive but thrive. Now in the Office of Economic Opportunity and Inclusion, Chu continues this mission by championing business equity, supporting local entrepreneurs, and helping shape a Boston that works for everyone.
